How do TV ratings work?

I have thought and I have hoped that they use better systems. Nope. they use black boxes in randomly selected houses and they monitor a couple of thousands of households to see what they watch. then Nielsen, the company that has these devices will extrapolate the stats it gets from those few black boxes and come up with a rating for a given TV program.

Am I the only one to see the silliness of this system? Come on, they must have something better. Something that they could use to monitor each TV in the country and then come up with the real rating.
